This paper introduces an analysis model for prioritizing network outage risks, a practice common among large operators but underrepresented in research. We propose metrics such as Risk Value and clarify their definitions. The study reveals insights into the impact of incidents, classifying them based on customer support cases. Through the application of the presented method to a global network operator, we demonstrate the generation of unexpected insights and outcomes: Short outages are very frequent and regularly cause customer complaints.
