We build a hierarchical structure to weigh and aggregate individual indicators into dimensions and pillars and produce a simple, yet robust score for each country: the Internet Resilience Index (IRI). We apply this methodology across 177 countries to showcase a large-scale comparative evaluation of countries. We find that seven countries in the top five percentile are from Europe, whereas five countries in the bottom five percentile are in Africa. This finding highlights significant regional disparities in Internet resilience. We present a sensitivity analysis to demonstrate the robustness (Pearson correlation coefficient \> 0.98) of IRI and we also present three case studies demonstrating the practical value of the IRI.
